The Fluke 1621 is a dedicated earth ground resistance tester using the 4-pole (Wenner) measurement method — the internationally recognised technique for accurately measuring earth electrode resistance without the interference caused by stray currents that affect simpler 2-pole methods. The 1621 drives a known test current through the earth between two outer current electrodes and measures the resulting voltage drop across two inner potential electrodes, then calculates the true resistance of the ground under test. This method is the required measurement approach for verifying earth electrode systems in compliance with IEC 60364, DEWA regulations, and BS 7671 wiring regulations. Typical applications include measuring the resistance of earth rods, earth mats, and combined earthing systems at substations, communication tower bases, and commercial building earthing installations.
